Cabinet for Health and Family Services
Department for Behavioral Health, Developmental and Intellectual Disabilities
The Cabinet for Health and Family Services (CHFS) is home to most of the state's human services and health care programs. Within the Cabinet is the Department for Behavioral Health, Developmental and Intellectual Disabilities (DBHDID) whose mission is to provide leadership, in partnership with others, to prevent disability, build resilience in individuals and their communities, and facilitate recovery for people whose lives have been affected by mental illness, substance abuse or intellectual disability or other developmental disability. Changes at both the national and state levels in the provision of behavioral health services have expanded the Kentucky provider network which includes non-licensed service professionals. These non-licensed service professionals are: Targeted Case Managers (Behavioral Health), Community Support Associates and Peer Support Specialists. Division of Administration and Financial Management
The Division of Administration and Financial Management (AFM) helps to ensure that the programs and services of the department are managed in accordance with appropriate statutes and regulations through the provision of centralized administrative, financial and grant management support, as well as budget preparation, execution and analysis.

This division's staff oversees preparation and management of approximately 200 contracts; works with the Cabinet for Health and Family Services staff in all purchasing, payment, contract monitoring, budgeting and accounting arenas for the department; and provides support and technical assistance to all department staff. Division of Behavioral Health
Housed in the DBHDID, the Division of Behavioral Health is responsible for the administration of state and federally funded mental health and substance abuse treatment services throughout the commonwealth. Division of Developmental and Intellectual Disabilities
It is the mission of the Division of Developmental and Intellectual Disabilities (DDID) to empower each person to realize his or her place in the community as a citizen of the Commonwealth of Kentucky. To accomplish this mission, DDID will partner with and support persons with intellectual or developmental disabilities, families, advocates, stakeholders and government agencies. Division of Program Integrity
Housed in the DBHDID, the Division of Program Integrity is designed to oversee critical organizational functions, including the following: regulation/legislative review; business information/intelligence gathering, manipulation and analysis; dashboard development, implementation and maintenance; contract monitoring for over 100 agency contracts; risk management; training support and facilitation; clinical support, guidance and consultation.
